Whyte Planning Consultants on behalf of Mr. Alan Repko wish to respectfully request that the lands shown outlined in Red on the attached maps be included in the settlement boundary of Donard and zoned with a mixed use and residential zoning as per masterplan sketch attached.

Chapter 5 Town & Village Centres Placemaking & Regeneration

Please find attached a site concept sketch which outlines the owner’s intention for the lands. We would envisage that the lands could be developed over a period of time, in phased basis, possibly over a 5 year+ timescale.

 

The design concept for the site is to deliver a mix of housing options such as

  • Mix of house types and sizes to encourage diversity.
  • 2 Bedroom Houses to suit older/starter couples.
  • 3- and 4-bedroom Semi-Detached/Terraced Houses for families.
  • Self-Build Sites for people who would be interested in self-build.
  • Part V and Social and Affordable homes are the target market of the landowners where Phase 2 or Phase 3 houses would be appropriate.

 

In terms of non-residential development, the design concept would include for the following development:

  • Retention of all Existing Mature Trees and hedgerows on site.
  • Retention of existing historic Stone Walls on site
  • No Cut/Fill proposed, development to be cognisant of existing site contours.
  • Pedestrian Link from North to South through the site towards school
  • Access to the river lands to form a linear park.
  • Large Open Public Space, to be landscaped accordingly. This space is undulating but could have significant biodiversity properties if well designed.
  • Home Office Pods/Hubs to encourage recent government policy objectives toward homeworking.
  • Density of 12 units per Ha (site is 16 acres approx.)
  • Tertiary lands to include lower density development with some run-over towards secondary lands.

 

Part 3 Small Town Plans (Type 2) - Avoca, Donard, Newcastle, Roundwood, Shillelagh

The lands are currently within the Settlement Boundary of Donard and recent planning applications to include a 100 bed nursing home, Age Friendly Houses and Semi-Detached houses have been granted adjacent to the site. The lands will be required to ensure that Sequetial and Sustainable planning over the lifetime of the proposed Development Plan will continue.
