Flooding.
The Developmental Plan notes significant areas of flooding identified in the Strategic Flood Risk Assessment in Appendix 8.. We welcome their intention to prepare new or update existing flood risk assessments and flood zones within the County as part of the review process for local Area Plans, zoning operations and Small Town Plans, where considered necessary.
The Development Draft Plan Flood Risk Assessment states that “ the flood zones are generated without the inclusion of climate change factors. The flood zones only account for inland and coastal flooding. They should not be used to suggest that any areas are free from flood risk as they do not account for potential floods from pluvial and groundwater flooding” (Appendix 8 page 7.)
However, we are aware that many households in the County experience flooding that is not recognised in the plans. The housing estate that backs onto the Three Trout Stream has experienced flooding and some houses closer to the Stream cannot get insurance owing to this. We understand that some houses in Beechwood Park in Kilcoole experience flooding, as water runs down the road into their homes. There are many examples of this, and we ask the council to remedy all these localized flooding problems for people prior to them becoming very serious problems owing to climate change.
Recognising that vulnerability of the Eastern coast due the climate change is an important step to be made by the council.
